Developments have utilized a variety of financing programs such as the Low Income Housing Tax Credit Program, Historic Tax Credits, Tax-exempt financing, Sec. 8 Subsidies, Property Tax Abatements, State Housing Finance Authority Financing, HUD Mortgage Insurance, Fannie Mae/Freddie Mac credit enhancement, and conventional financing.

Matthew studied a Master of Business Administration (MBA) at Babson College - Franklin W. Olin Graduate School of Business and a BA in Psychology at the University of Maryland.
