Ray Powell is a highly skilled program administrator and manager of technical professionals with more than two decades of experience in international engagements, organizations, and complex projects. He is an innovative strategic planner with a Top Secret U.S. Government security clearance, making him an asset to any organization in need of a responsive customer service provider. Ray holds a BS in Occupational Education (Intelligence Collection) from Wayland Baptist University and an MS in Administration (Information Resource Management) from Central Michigan University.

Ray's expertise spans across various government organizations, including his tenure as Director of Host Nation Coordination, Qatar, in the United States Air Force, and his role as Chief of Security Assistance Policy/International Education & Training Division, International Affairs at the same institution. He has also served as Air Attache to Vietnam at the Embassy of the United States of America, Commander of the U.S. Air Force Honor Guard, and Director of Operations for Defense Intelligence Support Office-Afghanistan.
