Chelsea Barnes is an expert in solar energy policy and advocate for a just transition in Appalachia. With a background in energy and environmental management from Duke University, Chelsea has gained ample experience in lobbying, project management, community engagement, drafting and analyzing legislation, grant writing, and public speaking. Her skills also include policy research and analysis, financing and budgeting, policy strategy, and quantitative and qualitative analysis. Chelsea has previously worked as the Legislative Director at Appalachian Voices, Director of Policy Services, Policy Research Manager, and Policy Analyst at EQ Research LLC, and DSIRE Policy Analyst at the North Carolina Solar Center. Additionally, she served as the Science and Technology Integration Intern at Oak Ridge Associated University and a Research Fellow at Climate Change Policy Partnership.
