Concha Labra is an accomplished professional with extensive experience in the field of economics and public administration. She holds a Ph.D. in Economics from the University of Oviedo, Spain, and she is currently a professor at the University of Cantabria, where she teaches courses in Public Finance and Local Public Management. Her research interests include public finance, fiscal federalism, intergovernmental transfers, and the evaluation of public policies.

Dr. Labra has also held several positions of responsibility in the public sector. She has worked as a consultant for the World Bank, the Inter-American Development Bank, and the OECD, among others, advising on issues related to public finance and decentralization. She has also been a member of the Expert Group on Fiscal Relations of the Spanish Ministry of Finance and Public Administration and of the Fiscal Council of Cantabria. In addition, she has been a visiting professor or researcher in several universities in Europe and Latin America, such as the University of Pavia (Italy), the University of Buenos Aires (Argentina), the University of Chile, or the Institute of Fiscal Studies (Spain).

Dr. Labra has published numerous articles in prestigious academic journals, such as the Journal of Public Economics, Public Administration, or Regional Science and Urban Economics, and she is the author of several books on public finance and decentralization. Her research has received several awards, including the prestigious Ramón Trias Fargas Award for the best article in the field of public administration.
