Columbia Metropolitan Airport (CAE)

Responsible for the daily operations of the Airport to include, but not limited to, overseeing all federally funded and locally funded construction projects, ensuring budgets are properly established, maintaining safe operations, and restructuring of personnel and departments to better fit the needs of the organization. Implemented indefinite delivery contracts to reduce procurement costs, fast track schedules, and streamline construction processes. Managed and completed over $35 million of capital projects and over $5 million of locally funded projects. Responsible for the oversight of four departments and managing an annual operating budget of approximately $4 million. Serve as the direct point-of-contact with the FAA managing our Airport Capital Improvement Program. This relationship has aided the Airport to successfully receive over $10 million in discretionary funding over the last four years. Currently serve as a committee member in the “Emerging Airport Leaders Program”. The three-person committee was established to train and mentor entry-level professionals through the accreditation program and enhance their ability to progress within the industry.

Director Of Operations, Planning & Facilities

Provided leadership, motivation, and continual coaching and mentoring to the employees of the Operations Department, Airport Operations Center, Badging and Credentialing Office, and the Aviation Services Group, which provides ground-handling services. Developed a complete restructuring plan for the Operations Department and implemented the plan within the first three months of employment, which included the hiring of five professional employees. Implemented standard operating guidelines for all the departments under my responsibility. Implemented a geographical information system software program, which incorporated the use of an iPad application for the airside/landside inspection process for documenting and tracking discrepancies.

Greenville-Spartanburg International Airport

Director of Operations

Created an Operations Department with nine employees that operate on rotating shifts. Re-wrote the Airport Certification Manual, the Airport Security Plan, and created interactive web-based training presentations for Part 139 and Part 1542. Responsible for preparing and managing a department budget of $670,000. Oversee the day-to-day operations of Blue Grass Airport to include badging, fingerprinting, communications and dispatch, all aspects of Part 139 compliance, and compliance with TSA requirements as the acting Airport Security Coordinator.  Developed and implemented a web-based NOTAM, self-inspection, badging database, and work order system. 

Accountable for the Part 139 certification and training of approximately 60 airport employees. Administer requirements for airport self-inspections, fueling facilities, and airport rescue and firefighting requirements.  Primary liaison with the FAA, TSA, fixed base operator, general aviation tenants, airlines, and the general public.
Result - Received the FAA “Mark of Distinction Award” in 2010 for the development and implementation of an Operations Department.

Served as the primary point of contact for the airport’s economic impact study. Assisted the Airport Director in writing the minimum standards document to ensure a high level of professionalism is standard among current and future airport tenants. Assisted the Airport Director in establishing a new rates and charges policy. Assisted the Director of Engineering in the completion of over 60 million dollars of capital improvement projects to include a new runway, three taxiways, a ramp re-habilitation, security enhancements, terminal renovation, and a new airfield lighting vault facility.

Blue Grass Airport

Operations Manager

Managed a Container Freight Station (CFS) and warehouse operation to create a neutral capability for international cargo operations. Oversaw the operation in Toledo and managed a staff of employees that were responsible for supervising the build-up and breakdown of import and export freight, clearing cargo through customs, providing requested information to the carriers, and ensuring that freight was forwarded to its final destination.

LGSTX Services, Inc.

Station Manager

Supervised the offload and upload of Emirates SkyCargo 747-400 freighters, which included providing flight details to Emirates headquarters in Dubai. Responsible for maintaining a neutral position for Emirates cargo upon arrival and departure of aircraft. Coordinated movement messages for the flight as well as organizing logistical ground transportation within the United States.

Flight Supervisor - Emirates Sky Cargo

Under the general direction of the Director of Operations and Maintenance, responsible for the day-to-day operations of Toledo Express Airport.  Responsible for maintaining a safe and secure environment for airport employees, tenants, and airport users. Accountable for tenant coordination including military, cargo, passenger, corporate, and general aviation operations. Supervised an Operations Department consisting of three employees as well as the operational functions that the Public Safety Officers performed. 

Responsible for the Part 139 certification and training for 29 airport employees. Oversaw requirements for airport self-inspections, fueling facilities, and airport rescue and fire fighting requirements. Primary liaison with the FAA divisions including Air Traffic, Airway Facilities, and the FAA Certification Inspectors. Led the development of the 5-year Airport Capital Improvement Program. 

Developed a financial recording system for projects. Responsible for creating and submitting the annual Passenger Facility Charges application and amendments.  

Assisted the airport director in a Cargo Development Master Plan to stimulate distribution, warehousing, and logistics development.  Marketed and oversaw a perishable facility and coordinated movements of air cargo through the Foreign Trade Zones. 

Result – Processed 1.5 million lbs. of pharmaceuticals through the refrigerated warehouse in the first year. Worked directly with BAX/Schenker’s top management staff and a consultant to create marketing materials for future international cargo expansion opportunities. Assisted the Director of Communications in the development of a new website.

Toledo Express Airport / Toledo-Lucas County Port Authority

Manager of Operations and Cargo Development

Provided assistance to the Director of Operations in maintaining the Part 139 operational requirements at Toledo Express Airport. Created standard operating procedures for various daily functions performed by the maintenance and operations departments.  Created a new work order system for both landside and airfield operations. Re-vamped Part 139 training programs and assisted in creating a new OSHA training program and policies. Result – Recipient of the FAA Runway Safety Award in 2006.

Maintained the Airport Certification Manual and Wildlife Hazard Management Plan. Created a Wildlife Management Team made up of individuals from the local community to assist in the control and mitigation of wildlife hazards both in and around the vicinity of the airport. Developed an Airport Internship Program in order to incorporate local universities into our daily operations.

Created an airfield signage replacement program which incorporated pictures, sign dimensions and ordering information for a more efficient operation. Worked with our engineers and the FAA to meet an overall uniform sign plan in order to create consistency for all airfield signage.
