The world is facing unprecedented catastrophic risks, arising from the intersection of exponential technologies, planetary boundaries, geopolitical instability, and economic and supply chain fragility. The institutions to which people would turn to make sense of these risks and organize collectively to address them are outdated at best and usually also corrupt. We need fundamentally new problem-solving and coordinated choice-making capacities that are adequate to address the complexity, scale, rate of change, and significance of the novel issues we now face.

Social media’s algorithmically-driven filter bubbles have reinforced bias and tribalism. As a result, common concepts of trusted authorities and shared truth have largely collapsed. State and non-state actors have come to use the new media landscape as an arena for information and narrative warfare, making citizens the contested territory of the great power game. Institutional decay, perverse incentives and the disruptive effect of new information technologies have contributed to a breakdown in sensemaking so complete that even the base facts of most critical issues are disputed. These are the signs of a broken culture.

- Institutionalizing a bottom-up, human-centered approach to govern local ecosystem dynamics
- Establishing funding mechanisms to address the data deficit by supporting governments, businesses and other national and sub national actors to implement country level plans

The ultimate goal is to advance the World Economic Forum mandate by improving the current governance systems to address the data deficit and ensure proper and ethical use of data to accelerate sustainable development while minimizing risks to vulnerable individuals and communities.

Recognizing that the multitude of agencies enlisted to ensure the security of the Vancouver Olympic Games had individual (and contradicting) policies which would result in a dysfunctional joint response, the Government of Canada attempted to develop a strategy integrating all emergency response organizations—at  the provincial and national levels as well as international partner-agencies—into a more cohesive unit.

Accordingly, I—along with colleagues from Defense Research and Development of Canada—proposed a “Self-Organizing Security” (SOS) strategy to enable the synergistic inter-workings of the ‘meta-organization’ to adaptively address unexpected threats.  I founded the Adaptive Risk Management Lab, with Canada Foundation for Innovation “New Opportunity Fund’ as an incubator for investigating the impact and proactive adoption of change management strategies enhanced by the adoption of digital media, and hired talented researchers to tackle the project’s challenges.

NASA, NATO, UN and many national defense agencies (UK, New Zealand, Australia, etc.) were very interested and requested to get involved and together we designed and launched a mobile application that empowered the public to provide critical intelligence and identified emerging clues to facilitate the expedient neutralization of potential issues.

We developed a simulation modelling tool for the identification of conflicting policies that could hinder the workflow of the meta-organization, while simultaneously enabling the public to become active participants in eventual relief efforts.  Considering the infrastructure interdependencies we developed a systemic risk reduction methodology (socio-technical combinatorics) that integrated, for the first time, in a multi-paradigmatic approach the social / human factor with the physical infrastructure in the assessment of operational resilience.

- Founded the Canadian GAIN (Global Agents Integration Network) joining over 50  academic, governmental, non-governmental and industrial partners from  Canada and abroad in an effort to create intelligent social software  facilitating the creation of online communities fuelling creativity  and access to remote services. Among the international consortia  involved were: the Intelligent Manufacturing Systems Consortium; the  Foundation for Intelligent Physical Agents, PABADIS (Plant Automation  Based on Distributed Systems) and AgentCities. This effort was later materialized in the Future Internet Enterprise Systems (FinES) Cluster sponsored by the European Commission.
- Founded the Industrial Informatics community and its three major fora, the IEEE Industrial Informatics Conferences (I was General Chair of the 1st conference in 2003), the Technical Committee on Industrial Agents and the IEEE Transactions on Industrial Informatics.
- Together with the Senior Chair conducted research in advanced logistics using latest information technologies to boost NORTEL’s operations and supply chain management
- Founded FIPA-enabled Holonic Enterprise Working Group within the Intelligent Manufacturing Systems Consortium and prepared the context for FIPA to join the IEEE Computer Society
