Douglas Baker

Douglas Baker is a seasoned professional with over 30 years of leadership experience in development work, focusing on areas such as agriculture, environment, economic development, governance, civil society, justice reform, and policy and system reform, mostly with USAID and various for-profit and non-profit organizations.
Currently serving as the Senior Technical Director for the Dexis MEL Division, Mr. Baker leads business development and technical initiatives. His previous roles include Senior Director for Strategic Operations at DevTech Systems and Technical Director at Management Systems International.
Mr. Baker's expertise includes design, management, and Monitoring, Evaluation, and Learning (M&E or MEL) of programs and policies. He has been involved in notable projects such as the ILO Slave Labor Program in Brazil and Peru, USAID/Brazil Environmental Program Impact Assessment, and the USAID Coral Triangle Initiative (CTI) Support Program.
With a strong educational background, Douglas Baker holds a Master's Degree in Latin American Studies with a concentration in Latin American Economics from the University of Connecticut/Yale University, as well as a Master's Degree in Development Economics from the University of Connecticut.
Throughout his career, Mr. Baker has worked extensively in Latin America and the Middle East, with additional experience in Africa and Asia. He is fluent in Portuguese and Spanish, proficient in French, and has delivered public speeches and training sessions in these languages.

His experience ranges from being Chief of Party for USAID projects to serving as Director of Monitoring and Evaluation for various programs.
