Doug Rand

Doug Rand is a Senior Fellow and the Director of the Technology and Innovation Initiative at the Federation of American Scientists (FAS). His work primarily focuses on the intersection of immigration policy and artificial intelligence (AI), aiming to enhance national security and economic growth in the United States.
Rand has a notable background in public service, having served over six years in the Obama Administration as the Assistant Director for Entrepreneurship in the Office of Science and Technology Policy. His responsibilities included promoting inclusive high-growth entrepreneurship, facilitating access to capital, and advancing clean energy innovation, among other areas.
In addition to his role at FAS, Rand is the co-founder of Boundless, a technology company designed to help families navigate the immigration system more effectively. Educationally, Rand holds a law degree from Yale Law School and an MBA from the Yale School of Management.
