Dmitry Maslov

Dmitry Maslov is a respected researcher, policy analyst, and author who is recognized for his expertise in quality management, organizational self-assessment, business models in the public sector, higher education, and public administration reforms. He has authored over 200 publications, including several books, focused on various fields such as management, public governance, education, and sports events. Mr. Maslov has developed several management tools, including the Management Functional Assessment Model, the Effective Public Service Framework, Perpendicular Governance concept, Go Matrix concept, and more. He is a vigorous promoter of the Total Quality Management philosophy and Edwards Deming ideas in Russia and CIS countries.

Mr. Maslov has studied Post-Graduate Study for Economic Theory and Public Management at Ivanovo State Power University, where he also earned a Specialist Degree in Management. He has a Candidate of Science degree in Economic Theory from Yaroslavl Demidov State University and studied management at the Academy of National Economy under the Government of the Russian Federation.

Currently, Mr. Maslov is a leading research fellow at The Russian Presidential Academy of National Economy and Public Administration (RANEPA). He has served as a member of the Global Young Academy and as the head of the Committee for Quality in Public Administration at the Russia Organisation for Quality. He also founded the Ivanovo Hub at Global Shapers Community and the scientific center for Benchmarking and Excellence at Ivanovo State Power University. Mr. Maslov has been part of several multi-country initiatives under the aegis of UNDP, EU, CoE, EFQM, EIPA, NISPAcee, American Councils, and other international institutions, universities, and NGOs.

Mr. Maslov is also an active youth activist and changemaker. He was the team leader of the Bid Committee "Ivanovo – European Youth Capital 2014, 2015" and is interested in promoting kids' innovations, marathons, and sports events. He is an avid traveler, lover of poetry, and a passionate runner.
