Desmond Brown

Desmond A. Brown is the Director of the Office of Small & Disadvantage Business Utilization (OSDBU) for the U.S. Office of Personnel Management (OPM).

He boasts extensive experience in management, procurement, and small and minority business programs, demonstrated through his past roles including Sr. Contracting Officer at the Internal Revenue Service (IRS), Chief of Procurement at the U.S. Small Business Administration Headquarters, and various positions with the U.S. Department of Transportation and Lockheed Martin Information Technology (LMIT).

Apart from his corporate experience, Mr. Brown has also been an entrepreneur, serving as the CEO of The Soul Corporation, a marketing and promotions agency based in Baltimore, MD.

His expertise lies in minority business strategic positioning, marketing, business administration, management, business development, and procurement management. He excels in coaching and mentoring small business owners seeking to engage with the federal government, offering guidance on networking, expanding opportunities, and strategic positioning.

A sought-after subject matter expert, Mr. Brown has contributed to various national small business conferences, expos, and committees. He is known for his 'tough love' approach, motivating and coaching entrepreneurs to realize the potential of strategic positioning.

Education-wise, Desmond Brown holds an MBA with a minor in Marketing from the University of Phoenix and a BA in Communications from the University of Maryland Baltimore County. He is also a FAC-C Level III Certified Contracting Officer with an Unlimited Contracting Officer’s Warrant.

Additionally, he has pursued studies at Georgetown University and the Harvard University John F. Kennedy School of Government.

Currently, Mr. Brown serves as the Director of the Small Business Office at OPM.
