Desmond A. Brown is the Director of the Office of Small & Disadvantage Business Utilization (OSDBU) for the U.S. Office of Personnel Management (OPM).

Education-wise, Desmond Brown holds an MBA with a minor in Marketing from the University of Phoenix and a BA in Communications from the University of Maryland Baltimore County. He is also a FAC-C Level III Certified Contracting Officer with an Unlimited Contracting Officer’s Warrant.
Additionally, he has pursued studies at Georgetown University and the Harvard University John F. Kennedy School of Government.
