David Butcher

David Butcher is a seasoned professional with a wealth of experience in public enterprise reform, regulation of network industries, and strategic planning. As the Principal Consultant of David Butcher and Associates (DBA), he has been actively involved in consultancy work for over three decades, specializing in electricity, telecommunications, transport, and regulatory aspects of infrastructure. David has worked on various assignments globally, spanning across 30 countries in Europe, Asia, Africa, and the Pacific.

In his extensive career, David has undertaken significant projects, including serving as a resident adviser on electric power in Myanmar, leading teams in proposing unified licenses for telecommunications in Bangladesh, regulatory work in Cambodia, and privatization efforts in Mongolia.
