His educational background includes studying at Universidade do Algarve for a Masters degree and a Licentiate degree. He also completed an Executive Program at ISEG - Lisbon School of Economics & Management.

Miguel's career has seen him in various roles such as Co-Founder and Director at MadeInSea, Produção Marinha Sustentável, Independent Expert at Ecorys for the EU's outermost regions, and positions in Terras de Sal, ANIMARIS Ilha Deserta, and Mundo Aquático SA - Zoomarine Algarve.
