Clive Baker is the Director of Highways at HDR, where he leads the Transport practice in Victoria, Australia. With over 35 years of experience in infrastructure projects across Australia and the United Kingdom, he is a Chartered civil engineer and a Fellow of both the Institution of Civil Engineers and Engineers Australia. Additionally, he is a Registered Professional Engineer in Queensland and Victoria.

Baker has a notable background in managing significant transport infrastructure projects, including serving as project director for the $4 billion Suburban Roads Upgrade Program. His expertise encompasses engineering design, planning, and environmental approvals, particularly highlighted by his involvement in the Mordialloc Freeway project.
