He is also adept at contract negotiation, project and change management, and promoting ethical corporate governance.

Woolums has a particular interest in a new business formation in various private and public sectors and public-private partnerships. He is proficient in Microsoft Office Suite and Google apps, with the ability to learn software suites quickly. Woolums also has experience in web design, coding basic web pages, and studying foreign and domestic public policy, philosophy, law, economics, global business, US and international politics, international relations, and government studies.
