David Baxter is an experienced independent consultant with a background in ethical governance, procurement, PPP policy, concession planning, and sustainable development.

He has served in various leadership roles, including as the former head of the Institute for Public-Private Partnerships (IP3) in Washington D.C.

Currently, David is actively involved in organizations such as the World Association of PPP Units and Professionals (WAPPP) and the International Sustainable Resilience Center (ISRC).

His expertise includes program and project planning, procurement, policy development, strategic sustainable planning, and stakeholder management.

David's industry knowledge spans infrastructure development, international economic development, environmental planning, and PPPs, with regional experience in the America's, Europe, Africa, Middle East, and South-East Asia.

He holds an MA in Geography from Stellenbosch University and pursued a PH.D. in Global Migration of Skilled Service Providers at the University of Utah.

Throughout his career, David has collaborated with renowned institutions such as the World Bank, UNECE, USAID, the Millennium Challenge Corporation, and the Inter American Development Bank.
