Brendan Halloran
Head of Strategy and Learning at International Budget Partnership
Brendan Halloran is the Chair of the International Experts Panel (IEP) for the Independent Reporting Mechanism (IRM) at the Open Government Partnership (OGP).34 The IRM is OGP's accountability arm, providing independent, evidence-based, and objective reporting to hold OGP members accountable and support their open government efforts.34
Halloran has extensive experience in governance and accountability:
- He is a Program Officer at the Transparency and Accountability Initiative, leading on issues of Impact and Learning.1
- He coordinates TALEARN, a community of practice involving individuals working on transparency and accountability issues worldwide.1
- Halloran has 15 years of strategy, research, learning, and leadership experience in governance and accountability programming.2
- Prior to his current roles, he spent five years in Guatemala working on and researching governance issues, including as a Democracy and Governance Advisor for USAID.1
- He holds a Ph.D. from Virginia Tech in Planning, Governance and Globalization.1
As the Chair of the IEP, Halloran plays a crucial role in overseeing the IRM, which is guided by but not directly accountable to the OGP Steering Committee.34 The IEP ensures the independence and quality of the IRM's work in assessing OGP member countries' progress and compliance with open government principles.35
