Brendan Halloran

Brendan Halloran is a seasoned professional who operates at the nexus of strategy and learning concerning governance matters. With a comprehensive background in analysis, strategic planning, research, program design, teaching, evaluation, and facilitation, he has tackled a wide array of governance issues.

His educational journey encompasses a Doctor of Philosophy (PhD) in Planning, Governance, and Globalization as well as a Master of Urban and Regional Planning with a focus on Urban Planning, International Development, International Affairs, and NGO Management, both from Virginia Polytechnic Institute and State University. Prior to these, Brendan pursued a BS in Civil Engineering with a specialization in Civil Engineering and Political Science at Calvin University, showcasing his diverse academic interests and foundations.

Brendan Halloran has held key roles in reputable organizations, notably serving as the Chair of the International Experts Panel for the Independent Reporting Mechanism at the Open Government Partnership. He has also been the Head of Strategy and Learning at the International Budget Partnership, demonstrating his expertise in shaping organizational strategies and fostering a culture of continuous learning and development. Additionally, he has contributed significantly as a Senior Fellow in Strategy and Learning at the International Budget Partnership and as an Acting Director at the Transparency and Accountability Initiative. Brendan's previous positions encompass roles such as Program Officer for Impact and Learning at the Transparency and Accountability Initiative, Democracy and Governance Advisor at USAID in Guatemala, and Instructor at Virginia Tech, where he empowered future leaders through education and mentorship.

Brendan's professional journey includes diverse experiences ranging from being an Emerging Leaders Group Facilitator to a Global Dialogue Scholar at Virginia Tech, highlighting his versatile approach to leadership and scholarship. Moreover, his commitment to driving positive change is evidenced by his tenure as a Municipal Development Volunteer with Peace Corps Guatemala and his role as a Graduate Teaching/Research Assistant at Virginia Tech. Brendan's early career also includes valuable experiences such as serving as an Intern at the Kent County Department of Community Development.
