Phil Windley is a seasoned technology entrepreneur, educator, and public servant with extensive experience in building and scaling large-scale distributed systems. A graduate of the University of California, Davis, and the University of Idaho, he has held various roles in public and private companies, government, military, and education, including CIO for the State of Utah and CTO of iMALL, an eCommerce firm later acquired by Excite@Home.

He specializes in web services, digital identity, enterprise computing, eGovernment, and connected democracy, and has served on numerous boards, commissions, and advisory groups, including the Personal Privacy Oversight Commission of the State of Utah, the Sovrin Foundation, and the XDI.ORG. He also founded and organized the Internet Identity Workshop and was a columnist and contributing editor for Connect Magazine and InfoWorld, respectively.

Windley is currently an Enterprise Architect at Brigham Young University, where he also teaches courses on computer science and cybersecurity. He is an advocate for decentralized identity, self-sovereign identity, and open standards for digital identity, and has authored books and papers on these topics.
