She holds a bachelor's degree in Medicine from the University of Otago, a master's degree in Health Management and International Public Health/International Health from UNSW Australia, and multiple certifications, including Health Informatician Australasia, Leadership for Senior Executive Women, Fellowship in Medical Administration, and Graduate of Australian Institute of Company Directors.

Hwee Chong has held various leadership positions, including Executive Director of Queensland Rural Medical Service at Darling Downs Hospital and Health Service and Director of Medical Services at Toowoomba Hospital at Queensland Health.
