He is a graduate of Swarthmore College, where he earned a Bachelor of Arts in Economics with High Honors, and the Massachusetts Institute of Technology, where he earned a Doctor of Philosophy in Economics.

Cromwell has held several senior roles at various organizations throughout his career, including his current position as Senior Economist, Tax - Transfer Pricing at Oracle, where he applies his expertise in the application of microeconomic theory to transfer pricing analyses, as well as his extensive experience in the valuation of intellectual property. Prior to this, Cromwell served as a Senior Consultant at Self-employed, a Principal Economist at Baker & McKenzie, a Principal at Ernst & Young, a Principal Economist at Baker & McKenzie, a Principal at Ballentine Barbera Group, a Principal at PricewaterhouseCoopers, and a Manager, Sr. Manager at Deloitte.

Cromwell is also a former Visiting Lecturer at the University of California, Berkeley, Haas School of Business, and a former Research Economist at the Federal Reserve Bank of San Francisco and Cleveland.
