Roy Quill is a seasoned executive with extensive experience in business development, capture management, and new division startup in federal and state government. He has a proven track record of driving revenue and profitability while developing and leveraging new and existing capabilities in small to mid-sized organizations. Roy has worked with a spectrum of US government agencies including DHS, Federal Judiciary, DOS, Census Bureau, Treasury, Army, HHS, DOI, and more. His solution areas include custom software development, COTS, ERP, systems integration, open source, cloud, big data, mobile, and analytics, among others. He is proficient in Agile, Scrumban, Kanban, Waterfall, and agency-specific SDLC methodologies.

Roy's experience includes Joint Venture (JV) formation and management, planning, strategy, branding, collaterals development, opportunity shaping, and acquisition strategy analysis, among others. He has led teams of up to 20 subject matter experts through all phases of business development, capture, proposal, and transition. He has managed pipelines of over $1.5B with opportunities ranging from $2M to $400M, and strategic contract vehicles to $1B+ ceiling. Roy has executed business development, capture, and proposal efforts to awards of between $500K and $85M, leveraging the Shipley approach to manage these efforts.

Roy studied Bachelor of Arts at Polytechnic of North London. He is currently the Vice President of Strategic Programs and Joint Ventures at VariQ, where he leads efforts to expand their business and service offerings. Before joining VariQ, Roy held several leadership positions, including the Director of Federal Programs, Chief Strategy Officer - Business Development and Capture Management at Clearsoft Inc., a BRMi Company, Capture & Business Development Executive at Bart & Associates, Director, Federal & State Program Development at American Information Technology Solutions, and Manager, IT Services at SSI Business Solutions.
