Shaping the Future of Construction: Inspiring innovators redefine the industry - a public-private approachWhile most other industries have undergone tremendous changes over the past few decades, and have reaped the benefits of process, product and service innovations, the construction sector has been hesitant to fully embrace the latest innovation opportunities and its labour productivity has stagnated or even decreased over the past 50 years, without undergoing any fundamental change. This mediocre track record can be attributed to various internal and external challenges: the persistent fragmentation of the industry; inadequate collaboration between the players; the sector’s difficulty in adopting and adapting to new technologies; the difficulties in recruiting a talented and future-ready workforce; and insufficient knowledge transfer from project to project, to name a few. The Future of Construction project builds on the findings that government measures needed to close the infrastructure gap – measures involving improved prioritization of projects, enhanced public-private partnership (PPP) models, improved operations and maintenance of existing assets, and better risk mitigation. Narrowing the infrastructure gap can also be made from the supply side – the Engineering and Construction industry – in improvements to and innovations in project delivery.The industry’s transformation is and must be driven by the private sector, governments also need to play an important role, by pursuing policies conducive to the adoption of innovation. Three key roles emerge for governments: smart regulator; long-term strategic planner and incubator; and forward-looking project owner.

The United Nations Economic Commission for Europe Roster of PPP experts, the Business Advisory Board is a compilation of PPP experts contributing to the implementation of the Team of Specialist PPP programme of work. The main objective of Committee on Economic Cooperation and Integration (CECI) in this area is to increase the expertise of governments to identify, negotiate, manage and implement successful public-private partnership projects (PPPs).This will be done through exchange of knowledge and experiences of PPPs by member States, including experts from public and private sectors, particularly in the identification and testing of best practice.The activities will result in guides on best practice, studies and innovative tools that can be used in capacity-building programmes and training. To achieve its objectives, CECI organizes meetings and conferences, drawing on the expertise of an international network of experts in the area of Public-Private Partnerships. It incorporates the work of the former PPP Alliance.The role of International Centers of Excellence (ICoE) is to help government policy makers achieve excellence in PPP in infrastructure development. It does this by identifying excellence in PPP and developing best practices, recommendations and standards and then assisting governments to implement these in country focused technical assistance and high level national consultation meetings. Announced by Secretary of State Hillary Rodham Clinton at the Presidential Summit on Entrepreneurship in April 2010, the GEP highlights the Obama Administration’s commitment to use America’s entrepreneurial culture to advance entrepreneurship in emerging markets and developing countries. The program functions as an interagency team, which includes USAID, the Overseas Private Investment Corporation (OPIC), the Millennium Challenge Corporation, among others, and is led by the U.S. State Department’s Bureau of Economic Affairs/Office of Commercial and Business Affairs.The GEP represents a vital public-private partnership that achieves its objectives by catalyzing and coordinating non-governmental partners around six categories of activity, which are considered essential to creating an integrated, holistic entrepreneurial ecosystem.These six areas include: Identifying promising entrepreneurs, training them, connecting and sustaining entrepreneurs, increasing funding for emerging enterprises, enabling supportive policy, and celebrating their successes.
