Dr. Lubin's research focuses on the intersection of law, technology, and international security. His scholarship explores the legal challenges surrounding cybersecurity harms, liabilities, and insurance, as well as policy design related to espionage, intelligence collection, data protection, and internet governance.14
He has previously held positions at Columbia Law School, the Fletcher School at Tufts University, and Yale University, where he taught courses on cybersecurity law, international law, national security law, and torts law.23
Dr. Lubin holds degrees from Yale Law School (LL.M., J.S.D.) and Hebrew University of Jerusalem (LL.B./B.A., magna cum laude).134 He is the author of two forthcoming books: "The International Law of Intelligence: The World of Spycraft and the Law of Nations" (Oxford University Press, 2024) and "Teaching Cybersecurity Law and Policy" (Edward Elgar, 2024).1
