    Anne MacMillan is a seasoned professional with over 20 years of substantive policy experience in the agriculture and food sector.

    As the manager of Invariant's agriculture and food practice, she offers regulatory guidance, policy solutions, and engagement strategies for clients spanning from field to fork, with a focus on Congress and the Administration.

    During the Obama Administration, Anne spent four years at the U.S. Department of Agriculture, starting as a senior adviser and later becoming the deputy chief of staff to Secretary Tom Vilsack. In this role, she led the development and execution of the regulatory agenda, alongside advising on various policy matters such as nutrition, specialty crops, food safety, livestock markets, and animal health.

    Prior to her time at USDA, Anne MacMillan served as a senior policy advisor to then-Speaker Nancy Pelosi and held positions in the offices of former Representatives Dennis Cardoza and Bob Matsui, where she worked on a wide array of topics including agriculture, natural resources, energy, transportation, and healthcare.

    Anne holds a Juris Doctor degree from The George Washington University Law School and a Bachelor of Arts in Political Science and Government from UC San Diego.
