Angela Navarro

Angela Navarro is the President of ALN Policy and Law, LLC, a role she has held since September 2023. Based in Charlottesville, Virginia, she specializes in regulatory and policy strategies related to complex energy and environmental issues across the United States. Navarro has a robust background in energy policy, having previously served as the Head of State Regulatory Affairs at Arcadia from May 2022 to August 2023, where she led a team focused on community solar and data access initiatives.13

Her career includes significant roles in public service, notably as a Commissioner on the Virginia State Corporation Commission from January 2021 to January 2022, where she regulated electric utilities and telecommunications. Prior to this, she was the Deputy Secretary of Commerce and Trade and the Deputy Secretary of Natural Resources for the Commonwealth of Virginia, advising on energy, housing, and environmental issues.123

Navarro holds a Juris Doctor degree from Georgetown University Law Center (2009) and dual bachelor's degrees in English Language and Literature and Marketing from the University of Florida (2006) .134 Her extensive experience in both legal practice and public policy positions her as a knowledgeable leader in energy regulation and environmental law.
