The government of the island of Curaçao, that became a independent country in 10-10-'10, is young and developing. In 2015 they started a program for Optimizing the Functioning of the Govenment OFO (Optimalisering Functioneren Overheid). During a qualitative-narrative research amongst government officials, we came to the conclusion that defaitism has a hold on the organization. The resilience of Curacao's officials and his/her pride and self consciousness, and the lack hereof, I concluded, interfered with all investments in OFO (new HR-strategy,at all investments in the context of OFO (new HR tools, ICT efforts, etc.), there was a risk of disinvestments if the motivation of the civil servants was not worked first. With that, we (Mark Fekkes, Renske Pin and I) set to work. With initially a small group of civil servants, all participating voluntarily, which soon became bigger. Currently, this movement from within is resulting in a new internal communication plan in the making. I lead this process and guide a group of (volunteering) servants towards consistent internal communication thru a variety of media and meand.
