I am responsible for the estimating assurance and risk management  for civil infrastructure projects. I manage the risk profile of projects using a combination of technical capability, reliable systems , and a comprehensive knowledge of construction practices. I ensure the client’s exposure to risk is minimised through the development of robust risk management practices. My broad experience allows me to advise on risks that may arise and propose mitigation strategies to manage the risk to an acceptable level.

Technical Director (Civil Estimating and Risk Management)

I was the Risk Manager at Fission, a civil infrastructure estimating consultancy. I was responsible for estimate assurance, risk management and analysis (at project and program level), for civil infrastructure projects. including rail, road, mass transit, active transport from business case to detailed design, providing high confidence estimates (both CAPEX and OPEX) for the client. My expertise in managing project delivery risk on large infrastructure projects, as well as my in-depth knowledge of client systems and risk management frameworks ensures the timely delivery of high confidence risk-adjusted cost estimates. I ensure the client’s exposure to risk is minimised through the development of robust risk management practices. My broad experience allows me to adviseon risks that may arise and propose mitigation strategies to manage the risk to an acceptablelevel.

As Director (Delivery Risk) in TMR. I was responsible for the management of TMR’s Principal Arranged Insurance programs, risk management, scheduling and estimating to support the delivery of infrastructure projects. I developed and implemented many of TMR’s current estimating and project risk management processes and systems. I managed the TMR project delivery risk management team and was responsible for the active risk management of over 50 major projects annually. I was TMR’s subject matter expert for project cost estimating and an expert independent estimate reviewer. I was directly responsible for the development and review of project estimates for all major infrastructure projects. I implemented business improvement projects to increase estimate confidence and manage TMR's risk appetite through its Principal Arranged Insurance Program and “Risk Context Profiling.Since 2007 I have reviewed over 200 estimates worth in excess of $50Bn, including Moreton Bay Rail Link, Bruce Highway Action Plan, Gateway Upgrade North, Toowoomba Second Range Crossing, Dinmore to Goodna, Pacific Motorway upgrade,

I was responsible for the management of 5 procurement, contract documentation and process manuals, as well as the project management and contract procedures manuals; including the development of new contract models and updating existing models to ensure they reflect best practice and met NZTA’s business needs for contractors and consultants.I managed NZTA's supplier performance management system, known as PACE, NZTA's Prequalification system, the management of several consultancies (including parallel estimators, and contract management reviews) and the role of procurement manager for several major projects.

I was the project Quantity Surveyor for Opus’ road infrastructure projects in NZ. I was responsible for cost estimate preparation, value engineering, risk and contingency management, tender evaluation and selection, financial monitoring and cost control for professional services and physical works contracts, provision of forecast final cost, and monthly cash flow information, valuing extra-contractual claims, and variations. I also developed risk evaluation and management protocols, implemented contingency management strategies for Opus Auckland, peer-reviewed civil engineering estimates and conducted independent audits of physical works estimates.

Quantity Surveyor

Initially employed as a graduate Quantity Surveyor (QS) with Tarmac Construction (renamed Carillion in 1999). This role was site based throughout the UK (Leicester, Devon, Cornwall, London). I attained the level of Section QS in 1994 before leaving to move to New Zealand in 1996. Responsibilities included site measurement, claims preparation, subcontractor management for all aspects of road and bridge contruction, Starting work as part of a QS team on major projects, my final position was as a project QS for inner city road improvement projects.
