Francisco co-leads the firm’s Latin America Business Team and is former Co-Practice Leader of Reed Smith’s International Arbitration Group. He advises clients around the world on complex commercial, commodities, construction, energy, joint venture, mining, oil and gas, partnership, and renewables disputes – with a particular focus on Latin America.

Francisco’s practice centers on international arbitration and commercial litigation. He has extensive experience in all phases of the international project life-cycle from the drafting of tailored dispute resolution clauses to confirming and enforcing arbitral awards through existing conventions and investment treaties.

Francisco has served as arbitrator and party representative in ad hoc and administered disputes under international (including the ICC, ICDR, LCIA, and the SCC) as well as regional administrating forums (not limited to the AAA, BCC, CANACO, LCC). He likewise advises on investment treaty-arbitration. Francisco has counseled clients on pre- and post-judgment attachments proceedings, the pursuit and application of interim and injunctive measures, and in the obtaining of evidence for use in domestic and international proceedings.

Francisco regularly serves as managing counsel to companies with assets, controversies, or interests domestically and throughout Latin America. He likewise supports clients on investigations, monitoring, and compliance matters in the United States (FCPA) and abroad.

Francisco is an adjunct professor at the University of Houston Law Center, co-teaching the course, International Risk Management and has guest lectured at the University of Alabama School of Law and the University of Houston on International Commercial Arbitration.
