The Capacity Development Specialist/Team Leader (CDTL), is in charge of:	implementing Component 1 of the STAR2 project activities on strengthened Institutional and Administrative Capacities of Local Administrations in Albania; 	guiding, coordinating and monitoring teams of experts engaged on project assistance for organisational development of public/local institutions in Albania; 	facilitating and supporting the liaison between the Project and national institutions/agencies relevant to the respective project component;	ensuring communication and synergies with relevant ongoing programs of assistance in support of decentralisation and public administration reform;	supervising the production of training modules and exercise first level quality assurance of project deliverables;	contributing to the preparation and submission, in collaboration with the PM, of regular progress reports (Monthly, Quarterly, Annual, Interim, etc.) to NPD, UNDP and the Steering Committee;

STAR 2 Local Government Capacity Development Team Leader

STAR 2- Consolidation of the Territorial and Administrative Reform in AlbaniaManaged the STAR 2 project including coordination of the three main components on LG institutional strengthening, municipal public services delivery improvement and good governance enhancement. Additionally, was responsible for: 	technical inputs (oversight and technical guidance in the process of ToRs development and subcontractors’ deliverables); exercised first level quality assurance of project deliverables; 	reporting (draft periodical project reports and thematic analytical reports); 	people management (25 full time and 5 part time local staff; 4 international experts and several subcontractors); 	representation and communication (developing and maintaining relationships with project partners and stakeholders in decision making and technical levels, ensuring project visibility; representing the project in venues of discussion of LG and decentralisation issues)	monitoring and evaluation, ensuring that proper monitoring is in place with regular reporting and control in line with STAR2 Monitoring Indicator Data Entry System (IDES).

National Project Manager STAR 2

Swiss Development Cooperation (CDC) funded project to reinforce local government in Albania.	Managed Project Line of Action I, focusing on Human Resource Management, (HRM), Inter Municipal Cooperation, (IMC) and Territorial Administrative Reform, (TAR) and decentralisation under the supervision of the Centre of Expertise for Local Government Reform, Council of Europe, Strasbourg and the CoE office in Tirana.	Managed the CoE assistance on implementation of the public administration reform in local government in Albania, in close cooperation with central institutions in charge of implementation of Public Administration Reform and Civil Servant Law, Department of Public Administration, Albanian School of Public Administration and Commissioner for Oversight of the Law on Civil Servant in Albania.	Orchestrated the assessment of local administration situation and training needs assessment process complemented by the creation and operationalization of the E-PAV system (Electronic Platform of Local Administration) and the creation of the municipalities HR managers network in the moment of implementation of the Territorial and Administrative Reform in line with Civil Servant Law and HRM in public institutions in Albania.	Coordinated international and local expertise in support of Territorial Administrative Reform and project contributions during drafting of the Decentralization Strategy, mainly the chapter on public/local administration and the Law on Self Local Government, to improve merit-based human resources management system within the public service in Albania and Inter Municipal Cooperation. 	Support the Government in implementing measures that form part of public administration reform (PAR) strategy and action plan and its implementation in local level	Orchestrated the assessment of IMC and its recommendations followed by the creation of the local team of trainers and adaption for Albania of the CoE IMC capacity building curricula package and its toolkit.

Millennium Challenge Corporation - USAID Project on improving the business climate in Albania.	Part of a mixed international and local expert team on a large and complex project (30 M USD). 	Co-managed capacity building and public outreach activities of project teams working on establishment of Businesses National Registration and Licenses Center, establishment of the Electronic Procurement Practice, establishment of the Electronic Filing for businesses taxes, establishment of the Administrative Courts and assistance of the Territorial Planning in Albania. 	In cooperation with the project’s international expert, managed the Civil Society Organisations’ (CSOs) lobbying and advocacy capacities and propose capacity building activities to improve their abilities to influence key GoA stakeholders, facilitate policy dialogues, mobilise consistencies for reforms, effective messages development, using technology coalition building and power mapping.	In cooperation with project international experts deliver trainings on public speaking for GoA institutional partners heads and trainings on customer care and media communication for their officials, and public relations issues for public institutions.

Public Outreach and Organisational Development Manager

EU Project on Civil Service Support in Albania.	Managed the public administration training component of the project. Served as the local expert on salaries, job description and job evaluation in public administration. The project proposal on public administration salaries is among the project highlights successfully implemented by Albanian Government.	Served as liaison in relationships between donors, contractors and sub-contractors, project team, international and local experts and government institutions in Albania, including Department of Public Administration, Training Institute of Public Administration and Civil Service Commission in Albania.	Contributed to the assessment of the relevance, credibility and progress in the implementation of the Public Administration Reform, the legal frame on Civil Service and proposals based on inclusive discussions, to improve organisation and functions of the central government administration. 	Organized workshops and conferences, co trainer, moderator of international experts with different focus groups from government level.	Member of the working team of designing Training Need Assessment process and manual in Public Administration in Albania.

USAID funded project on strengthening civil society for the reduction of corruption in Albania.	Delivered trainings on Lobbying, Advocacy and Capacity Building for ACAC, (Albanian Coalition Against Corruption) members alongside international USAID/MSI experts.	Co-trainer with international experts on proposal writing and lobbying and advocacy trainings for ACAC members.	Served as liaison between ACAC, the Government of Albania Unit Against Corruption, other international agencies and anti-trafficking NGOs in Albania- from the position of anti-trafficking expert and ACAC grant manager. 	Managed the small grants program of ACAC. 	Coordinated media and communications related to anti-corruption issues.
