Supervise the launch of the SmartAccess program with the goal is to reach diverse communities throughout the city, especially disadvantaged groups, who lack access to multimedia technologies. Since 2000, a widening digital divide has left many people of color, seniors, immigrants, refugees, disabled and low-income individuals without access to everyday technologies that many of us take for granted. The goal of SmartAccess will be to help reduce disparities in access to technology and remove potential barriers to community media services. SmartAccess will also allow PCM to gather useful customer feedback about desired technology needs for each Portland Community

SmartAccess Adminstrator/ part time

Responsible for the management of the Southeast Uplift Neighborhood Coalition, a non-profit supporting civic engagement, including fiscal and programmatic oversight and planning, human resource management and support to the Board of Directors.  Created new programs aligned with constituent needs by reinventing program areas to better serve, measure and achieve results. Led the Board of Directors through a comprehensive strategic planning process that included an environmental scan and assessment of challenges, trends and opportunities to further the coalition’s policy and advocacy goals, and developed new program areas to support clearly defined goals. Developed new administrative systems and protocols for program and project metrics, established new staff evaluation methods, payroll processes and personnel policies.

Southeast Uplift Neighborhood Coalition

Provided consultant services for municipal agencies, projects and programs to engage the public in decision making; supported a variety of strategies to support public involvement, communications and training, press and media relations strategies, often around complex or politically sensitive issues. Initiated a standardized curricula and process for the OTIA III Bridge Delivery Program, a six unit comprehensive training to explain the newly created streamlined process for environmental permitting for bridge designers, engineers, urban planners, and consultants as part of the Oregon Department of Transportation's ambitious program to repair and replace over 300 bridges in the State of Oregon. Designed innovative public involvement strategies to support the OTIA Bridge Environmental Assessment Project, by facilitating focus groups for targeted stakeholders, designing and populating an intra-net website for ODOT staff and consultants, coordinating logistics, marketing materials.

Senior Public Involvement Specialist

Designed and implemented a public involvement program that incorporated inclusive community strategies for the City of Portland Office of Transportation, including developing benchmarks for decision-making in alignment with the development of the Transportation System Plan. As lead staff, my role included designing and facilitating public events, workshops, focus groups, editing newsletters and other print media, establishing processes to sort, quantify and analyze feedback, review comments and refine strategies to influence the plans and policy development and coordinate with technical processes.   Provided support  in developing a new Emergency Response Street Classification, in collaboration with community members, the Traffic Calming Program and Transportation Policy staff, and stakeholders from the Fire Bureau, Police and Bureau of Emergency Communications to safeguard both the community’s safety and allow for adequate emergency response times.

Public Involvement Specialist

As staff to two City Commissioners mediated and resolved problems between constituents and city staff, especially in the areas of urban planning, economic development and community needs. As liaison to the Bureau of Planning for Commissioner Charlie Hales, I facilitated numerous issues with the community, developers, consultants, and other stakeholders. The Environmental Zone Rewrite Working Group, (first effort in 1995) staff support to BOP; Columbia South Shore Natural Resources Protection Plan – represented City Council in government-to-government tribal council meetings to Grand Ronde, Siletz and Warm Springs Native Tribal Councils.Served the constituencies of color, ethnic, cultural and gender minority communities and the residents of inner NE/SE for the Commissioner, often acting as an advocate for interpreting complex government processes at the City, County and State level for people of color who sought the Commissioner's assistance in resolving problems.
