Paul Kemp

Paul Kemp, a retired Military and former Administrative, Operations, Human Resources, Analyst, and Management Officer at NOAA and U.S. Coast Guard, has over 15 years of active duty experience in managing sailors and civilian employees in both office and operations environments. He is an expert in program management, data collection, specific/tailored analytical methods, interagency collaboration, facilitation, conflict resolution, and mediation. Kemp completed MBA in Executive Program at the University of Maryland University College and holds a B.S. in Operations Research from the US Coast Guard Academy.

His operational expertise spans across shipboard control operations, fisheries, disaster response, Federal law enforcement, shipboard medical response as well as labor management, investigations, performance management, procurement, budget requests, and expenditure tracking. He has experience working at the DHS National Operations Center representing NOAA and the FEMA National Response Coordination Center representing USDA.

Career highlights include providing a tour to Walter Cronkite, personally briefing DHS Secretary concerning impacts of Hurricane Ike, performing as the master of ceremonies for NOAA formal events, and student travel to China as part of his business school curriculum. Kemp has been a former Tutor at Everett Community College and worked as a Sales Associate at Office Depot.
