UNCDF’s LDCIP acts as a hub for innovative development finance by engineering the conditions for investment viability in the ‘missing middle’ or in riskier market segments. LDCIP makes loans and guarantees available to early stage businesses, SMEs, projects, MFIs and municipal investments at below market rates to get them going while absorbing and mitigating some of the associated risks. The assignment aims to establish a development results framework that would cover the entire investment cycle for LDCIP’s investment operations and help monitor, measure and evaluate the development impact of LDCIP instruments, such as loans and guarantees. The framework will also contribute to the planning, communication and management of investments and to ensure accountability to stakeholders.

Assess the business case for the Rwandan private sector to invest in the Small-Scale Irrigation Technologies (SSIT) market and identify the way forward to sustainably increase the uptake of SSIT by smallholder farmers in Rwanda. The assignment included a detailed assessment of the irrigation market (spanning large irrigation schemes to SSIT) and an assessment of the capacity of public and private sector stakeholders (including financial institutions and technology providers) to support expansion of the irrigation market in the country. Key output of the assignment was a recommendation paper advising IFAD’s future programming in SSIT in Rwanda.

The assignment includes guiding and mentoring the TCIS Kenya staff to synthesize lessons learnt, finalise implementation strategy, and develop a diverse and innovative intervention portfolio through applying a systems approach to the low-income housing construction market in Kenya. Key outputs of the assignment include a detailed market assessment report, intervention strategy, and a lessons report

Interim Country Director

Managing a multi-national team of 23 individuals, and all aspects of country budgets (10 million AUD in phase 1 and 17.5 million AUD in phase 2). Lead overall delivery of the program spanning finance and administration to implementation, results measurement and reporting. Have represented the program at high level national and international forums. Successfully led the program through a transition into the 2nd phase across different managing contractors. Have been instrumental in raising the profile of DFAT’s private sector development initiatives in Fiji and maintaining a high degree of relevance of the MDF Fiji program to the evolving, partnership focused, relationship between the governments of Fiji and Australia. Key achievements:1.	Managing a portfolio of investments in over 60 businesses in exports, logistics, and tourism. Phase 1 investments are projected to generate 17 Million AUD of additional incomes for over 14,500 poor women and men in Fiji.2.	Established a strong relationship with the Government of Fiji through partnerships and MOUs with key institutions such as Ministry of Agriculture, Ministry of Industry, Trade, and Tourism, Investment Fiji, Reserve Bank of Fiji, Fiji Sugar Corporation, and Fiji Airways. 3.	Leading the team to develop several high profile and innovative interventions such as agricultural input distribution systems, Fiji’s first private sector run small business incubator, rebranding and marketing of Fiji sugar, Fiji’s first commercial tissue culture laboratory, and a commercial fertilizer operation.  4.	Built the capacity of the team to develop implementation strategies, annual plans, and medium-term pipeline of interventions. 5.	Developed a cadre of middle managers to manage implementation and results measurement with minimal supervision.6.	Involved in design and implementation of a long- term longitudinal research study on measuring systemic change in shallow markets with the Springfield Centre.

Country Director

Led the finalization of the Horticulture engagement area implementation strategy and recruitment of key local managers.

Led MDF Fiji and Timor-Leste country teams to prepare for a Donor Committee for Enterprise Development (DCED) audit of the MDF results measurement (RM) system.Achieved a successful DCED audit of MDF Fiji and Timor-Leste in 2014, with both country team RM systems found to be strongly compliant with the DCED standard for results measurement.

Acting Results Measurement Manager

Key member of the MDF core leadership team, involved in the creation, communication and implementation of MDF’s organizational strategy and vision. Involved in the design, development, and implementation of facility strategies for achieving systemic change, and women’s economic empowerment. Led all aspects of MDF programs in the Pacific and was a significant contributor to the preparation for Mid Term Review in the lead up to the second phase. Have pioneered innovative interventions around value added agriculture, women’s economic empowerment, connecting to impact investments, establishing sustainable small business incubators, integrating traditional Pacific communities into commercial supply chains, and adopting an MSD approach to disaster risk reduction and resilience building.

Member, Core Leadership Team

Established and managed DFAT Timor-Leste’s first market systems development program in the complex post-conflict economic context of Timor-Leste. Developed and managed a team of 13 local and international staff and all aspects of a 5-year 9 Million AUD budget. Crafted a strong relationship with DFAT Timor-Leste and pushed the learning agenda of DFAT in country on market systems development. Forged strong working relationships with the Ministry of Agriculture and Fisheries, Ministry of Tourism, and the Coordination Ministry for Agriculture and Economy (MECAE).Key achievements:1.	Managed a portfolio of investments in over 20 businesses across agribusiness, logistics, and tourism projected to benefit 9,000 poor women and men in Timor-Leste.2.	Led all sector assessment and poverty and gender analyses leading to sector and pro-poor growth strategies for the program. 3.	Led the team in implementing a number of firsts for the private sector in Timor-Leste such as a 4-star heritage hotel in the country, commercial food safety testing laboratory, a commercial rice milling facility, and Timor’s first agricultural input retailer association. 4.	Successfully preserved the program and portfolio with minimal disruption through the complex AusAID-DFAT merger and changes to the aid budget landscape. 5.	Set up working relationships with other key donors and DFAT supported agencies including ACIAR, USAID, Mercy Corps, UNDP, ADB, and IFC.6.	Secured 800,000 AUD to implement a suite of partnerships and research studies under the Gender Equality Fund (GEF) facility from DFAT.
