Jacy holds a Master of Public Administration (MPA) in Public Administration from Villanova University and a BA in Public Administration from Western Kentucky University. Jacy's professional journey has led her to serve as a CEO at Rural Health Association of Tennessee and as an Executive Director at various nonprofit organizations including Tennessee Health Care Campaign and Tennessee Opportunity Programs (TOPS).
