DJV Project Manager for completing the final design stages on the $3.9B WestConnex 3B project (Rozelle Interchange). Responsible for managing the delivery of technical, commercial and quality outcomes. This included initial accountability for 54 design packages relating to In-Tunnel Structures and Cross Passages, Building Structures and Building Services. This was followed by a role advancing several complex cut and cover and ancillary packages.

Confidential Due Diligence Project, AU and Canada - Client and project value: undisclosedRegional Lead responsible for providing technical, commercial (cost modelling) and HSE advice across a range of freight rail disciplines impacting asset management, rolling stock, governance and contractual obligations. Extensive local and international collaboration was undertaken with the client; their consultants; the vendor (including appointed agents) and international colleagues. A team of 25 professionals/subject matter experts were utilised to deliver these works resulting in a successful multi-billion-dollar transaction.

Responsible for select WSP business development opportunities; operational improvements and project or tender performance on a range of Design, D&C or Proof Engineering works. This has included roles on Nowra Bridge, John Gorton Drive; Appin Road Upgrade; a suite of works for the Western Sydney RMS Project Office; Sydney's M12 motorway and two Alliance projects.

Confidential Due Diligence Project, Sydney, NSW - Client and project value: undisclosedResponsible for providing tender-winning advice on a range of multidisciplinary, asset management and environmental matters across a multi-billion dollar program of works. Reviewing existing assets, new build D&C works alongside contracts yet to be awarded, this project warranted extensive collaboration with the client and various legal, technical and commercial advisors. A local and international team of 50 professionals / subject matter experts were utilised to deliver these works which incorporated a substantial risk management component.This international private equity transaction was the 2019 the National Infrastructure Awards  Winner for Best Project.

Woolgoolga To Ballina (Pacific Highway Upgrade) - $4.3BThe Woolgoolga to Ballina project - Australia's largest regional infrastructure project - comprises a 155km long upgrade of the Pacific Highway extending some six kilometres north of Woolgoolga to six kilometres south of Ballina. The project involves upgrading the existing highway to a dual carriageway configuration, improving road safety, reducing highway congestion and providing a safer local road network.Pacific Complete, comprising WSP Parsons Brinckerhoff and Laing O'Rourke completed the preliminary design of this upgrade and is now program managing the delivery of key design works and construction procurement packages. These include the design and construction of permanent and temporary pavements, some 85 single or multi-span bridges over rivers, creeks and floodplains, 145 culverts, multiple retaining walls and numerous fauna protection / separation structures.

WSP in Australia & New Zealand

Gateway Upgrade North (GUN) circa $1.162BThe Gateway Upgrade North is an 11.3km road upgrade project for QLD and aims to relieve congestion to more than tens of thousands of commuters each day. Having performed the role of Construction Manager (Structures) to win a highly competitive tender, Graham's role transitioned to that of the Design Manager for numerous new and widened bridges, boxes and underpasses along this narrow corridor. Graham subsequently took charge of all temporary works across the project managing eight design consultants delivering up to 30 concurrent design packages per month. In this role he has managed the interface between consultants and the client for a diverse range of infrastructure design activities as well as preparing and executing subcontract and sub-consultancy agreements.

Design Manager

Kingsford Smith Drive upgrade circa A$500MKingsford Smith Drive (KSD) is a major road linking the Brisbane CBD to Brisbane Airport, Northshore Hamilton and the Australia TradeCoast area. Whilst providing a strategic link between major urban, trade and tourism centres, it also offers international visitors to Brisbane their first views of Queensland's capital city.As the tender-winning design manager for the western section of KSD, Graham positively influenced key design outcomes on the cast-insitu counter-balanced cantilever retaining wall to augment the much needed carriageway width. Integrating with design venture partners, Graham delivered critical design packages for this highly contested, urban design-driven project.

Head Office support for large and small scale operations across the business. This has included the provision of cost and constructability advice on the Coomera to Helensvale and Toowoomba Range Bypass tenders. Cost and constructibility advice was also provided on multiple barge landings in Aurukun, Cape York as part of a Lendlease commitment to the Reconciliation Action Plan.

Construction Manager

RNA Showgrounds Redevelopment (Ekka) circa A$50M of a $2.5B upgradeAs part of the redevelopment of the Ekka site; this project comprises new residential, tourism and commercial facilities. In support of these some $50M of subsurface utility works were subsequently planned and integrated into the Contractors master programme. Key amongst these was the development of some 400m of TBM works; a 6m diameter 20m deep shaft into rock and a new pipe ramming operation below one of Brisbane's most popular inner-city railway lines.

Project Manager

Wiggins Island Coal Export Terminal (WICET) circa A$400MThis project involves the construction of a new $2.5B coal export terminal facility designed to accomodate an initial coal throughput capacity of 27Mtpa. Partnered with a local contractor in a joint venture, the scope on this project comprised 3.5Mm3 of earthworks; construction of two 950m long cast insitu reinforced concrete arch tunnels, multiple pipe, box culvert and open channel drainage lines; extensive CFA piling, a barge wharf, gantry rail installations, multiple structures supporting overland conveyors and other large-scale structural steel facilities. Works were delivered under an AS2124 (Amended) schedule of rates contract.

Bruce Highway Upgrade, Cooroy to Curra - Section B, QLD - A$120MThe Bruce Highway Cooroy to Curra Upgrade Contract 4 (C2CB4) was the final stage of a $613M upgrade comprising 700,000m3 of bulk earthworks, rock blasting, extensive box culvert and pipe drainage, 110,000T of flexible and rigid pavements, associated street furniture and 8,500m2 of concrete bridge decks. Located in an environmentally sensitive catchment, road and bridge works were successfully completed over and around four waterways. Being the final stage of the upgrade, extensive traffic management strategies were also utilised to connect the upgraded alignment with the existing Highway and local roads network.Graham's role on this project extended to programme, cost and resource management for all civil and structural operations including extensive client-directed variation works. Other tasks included contract preparation, procurement and extensive subcontractor management; development and / or review of Safe and Integrated Work Method Statements for tasks performed using direct labour or subcontracted; liaison with and presentations to client and community engagement teams to ensure correct and timely information was relayed to the local community and active project interest groups (particularly on traffic switches and construction of a seven span bridge over the Mary River).

Cairns Bruce Highway Upgrade, ECI - $3MAs the Construction Manager for the ECI phase of this 4km upgrade to the Bruce Highway in Cairns, this project comprised new road construction, pavement upgrades and a considerable amount of civil and bridge works set within in a live traffic environment. Graham’s role during this time extended to all aspects of this tender including budget preparation, programming, construction methodology, regular client / designer liaison and workshop presentations.

Pacific National Infrastructure Alliance, QLD - $165MSeconded for two months on this Alliance with Pacific National, a rail operator investing $500M in rolling stock and maintenance infrastructure supporting QLD coal haulage operations, my role was to assess and report on the health of the Design & Construction components of the works across various key result areas. Typically this involved consolidating data on time, cost, quality, production and design progress for monthly reports & Client dashboards.

Project Controls

Ipswich Motorway Upgrade, QLD - A$1.95BAs part of Origin Alliance, Abigroup were tasked with upgrading 8.5 km of the Ipswich Motorway to six lanes, including motorway interchanges at the Cunningham and Warrego Highways and local road interchanges. Road, bridge, retaining wall construction and bridge and residential demolition were all undertaken in a narrow corridor between Queensland Rail and adjacent residential and industrial properties. Complex staging and sequencing (while maintaining up to 100,000 vehicles per day) were required to minimise adverse road community user impacts. Key tasks in this role involved concept and final design development, estimating, resourcing, planning, contract preparation, procurement and construction management - including the production of Integrated Work Method Statements - for 65 permanent retaining walls, 15 temporary cut walls, 25 new bridges and 13 bridge demolitions. Graham was also responsbile for his programme of works, costs, client liaison and resource management for $180m of DJCs for retaining wall and bridge structures.The Ipswich Motorway Upgrade has won more than 20 industry awards since it was completed. The success of this project also led to invitations for Graham to present at the 2010 IQPC's Bridges Australia Conference, Engineers Australia; to the Institution of Civil Engineers (QLD branch), the AITPM and twice at the 2011 Austroads Bridge Conference in Sydney.

As a design manager for the NSW business, Graham contributed to various RTA roads projects representing $450M in annual turnover. Tasks included the temporary works design / design management of the $179m Coolac Bypass and (in part) the $245M Bonville Upgrade project. For Coolac, VFM solutions involved the replacment of a number of bridge structures with multi-cell box culverts and bespoke driven pile bracing systems used to accelerate the splicing of piling works.

Pacific Highway Upgrade, Brunswick To Yelgun, NSW - A$221MConstruction of 8.7 km of dual lane twin carriageway motorway, a separate service road, local road works and interchanges. The project had several bridges including three new long-span, balanced-cantilever bridges over the Brunswick River. Associated works included two twin-tee, cast in-situ concrete road bridges, a 284m multi-span curved concrete footbridge, multiple soil nail retaining walls, extensive noise walls and landscaping. The project warranted a high level of community interaction and interfaced with live traffic at multiple points.

Senior Project Engineer

Westlink M7 Motorway, Sydney - A$1.6BThis project involved the design & construction of 40 km of toll road including pavements, noise walls, tolling system, traffic management system, 144 bridges, three interchanges with major motorways and 13 interchanges with local traffic. Graham's key tasks involved taking responsibility for safely delivering $80m of precast works to the required quality, on time and to budget; daily management of works for a team of 30 staff (engineers / surveyors) involved in segmental precast facility employing more than 170 workers; coordinating design information (incl. scope changes) between bridge designers, subcontractors & on-site staff.Responsibility was also taken for technical, commercial and quality engineering issues relating to the production of 2,729 bridge segments resulting in the smooth operation of the precast facility turning over an average $3M per month.

Project Engineer

Based in Kuala Lumpur, design and design management responsibilities were undertaken on a number of projects in Malaysia, Singapore, Hong Kong and Dubai. These include the Lai Chi Kok viaduct, Sentosa Monorail, the Sungai Prai Bridge and Dubai International Airport extension amongst others, The Sungai Prai Bridge was a particularly notable 1.85km long cable-stayed segmental crossing built from precast units over live road, rail and shipping channels. This project won the 2006 UK Institution of Structural Engineers ‘Supreme Award’ for engineering excellence.

Design / Project Manager

Pasir Panjang Semi-Expressway, Singapore - S$58.3MConstruction technology advisor to a major Singaporean contractor undertaking this 2.6km long six-lane dual carriageway viaduct.Consisting of two three-lane glued segmental box girders supported from monolithic single piers, this project had to be constructed 12m above live arterial roads. Precast segments weighing up to 100T were erected by crane and overhead launching girder using the balanced cantilever technique with glued segmental spans up to 45m supported via internal and external prestressing. Significant contributions were made to the management of both erection and precasting operations, development of method statements, works procedures, the design of associated temporary works and in coordinating and developing site-based survey operations.

Construction Technology Advisor

Multiple UK Building, Retail and Educational FacilitiesGraham was responsible for the design of a number of major new building and retrofit projects including: William Goodenough House, London, UK:  Responsible for the successful tender design of a complex scheme to facilitate construction of an additional two storeys above existing four storey student accommodation blocks.Reigate Grammar School (Classroom Block), Reigate, UK: Responsible for the design of a new classroom block from feasibility to tender and then detailed design stage. Subject to a tight programme, extensive use of design-led prefabricated elements facilitated an early contractor site-start.Marlborough College Swimming Pool, Marlborough, UK: All design duties for a £2.6m eight-lane national-competition level swimming pool (with moveable pool floor) constructed for a prestigious private client. Responsibilities extended from the feasibility, tender, detailed design and construction stages in which he gained significant experience in the management and design of steel and concrete elements. Significant input was also provided to the contractor during the construction phase.

Project Engineer / Project Manager

A13 Dagenham Bypass, United Kingdom - £40MSite Section Engineer responsible for segment erection on the £40M A13 Dagenham flyover in Essex, UK. This project comprised a 1.7km long six-lane dual carriageway viaduct constructed using externally prestressed box girders. The deck was erected using a purpose made overhead launching girder erecting segments using the balance cantilevering technique. With spans of up to 66m this viaduct bridged live main line railways, roads, lakes and industrial areas. Graham was initially responsible for the planning and production of method statements specifically relating to segment erection over the railway line, roads, and other public areas. He was also  responsible for the supervision of the erection and stressing works including the production of detailed launching and erection sequences. In addition, he had a significant input in the design of the associated temporary works.

Site Section Engineer

Second Tagus Crossing - Lisbon, PortugalStarting initially as a Site Engineer then progressing into a Project Engineer role, Graham was heavily involved in the construction of the Second Tagus Crossing – Vasco da Gama Bridge - in Portugal. This project warranted 20km of dual carriageway viaducts and roads, of which more than 8km span the river Tagus estuary. The structures on this £650M landmark project, the largest in Europe at the time of construction, included a composite cable stayed bridge and multiple precast concrete and incrementally launched viaducts.As a Site / Project Engineer employed by the UK Joint Venture partner taking part in all aspects of this project from design to planning, co-ordination, precasting and deck erection, Graham was initially responsible for the preliminary and detail designs of 6.5km of superstructure constructed using 80m span precast beams and 130m span glued segments. He was also responsible for undertaking complex 3D modelling of the deck and the design of the deck prestress before being transferred to Lisbon as part of the central design co-ordination team.After the effective completion of the design Graham was placed at the precast yard used for the production of the 376No. variable depth segments each weighing over 100 tonnes. His first tasks were to program and plan the precasting process and oversee the production of the shop drawings. While Graham was initially under the guidance of the section engineer, he took sole responsibility for segment precasting after a few months. His duties included ensuring quality and accuracy of precasting as well as planning and co-ordination of the site activities. Graham then joined the erection team responsible for erection of 600 tonne pier heads and 100 tonne segments using heavy marine cranes. He gained first hand experience of segment erection, temporary & permanent prestressing and stitching processes.
