Keith Wine is a seasoned executive with a strong background in public sector leadership, sales, business development, and service delivery. He has held multiple high visibility executive roles, including President, Chief Administrative Officer, and Chief of Staff, with progressively increased responsibilities in federal, state, and local governments. Keith is an innovation evangelist and strategist who focuses on solving real issues facing the public sector and constituents. He has subject matter expertise in public policy and administration and performance metrics. He has extensive global and national transformation, transition, and implementation experience, including business and process integration lead, independent verification and validation (IV&V), PMO, and program-project management and service delivery for ERP, healthcare, and Medicaid systems.

Keith is an innovative and entrepreneurial leader who has built and sold two Virginia-based companies employing over 3,900. He is also actively involved in transportation conferences and committees, including AASHTO and Transportation Research Board. Keith has a thorough understanding of state and local governments and a broad range of relationships with senior government leadership. His areas of expertise include health and human services, statewide Medicaid modernization and enrollment and eligibility projects, SNAP, TANF, and fiscal agent services. He is also an expert in transportation, digital transformation, technology, performance metrics, tolling, public-private partnerships, development of partnerships with higher education, research of next-generation transportation solutions, and performance analytics.

Keith has managed oversight of state treasury implementation of investment, debt, cash management, and capital projects and development of a strategic roadmap. He has extensive international experience in large-scale transformations, transitions, and operations of ERP implementations (Countrywide Financial, DuPont, Hess Oil, et al.). Keith has also managed merger integration back-office projects for financial institutions (Countrywide Financial, Capital One-HSBC), IT, and business process outsourcing. He has also excelled in national alliance partnerships and multiple system integration partners.

Keith studied Political Leaders Program at the University of Virginia, Sorensen Institute, Masters in Public Administration and Policy at Virginia Polytechnic Institute and State University, and BA in History & Political Science at Bridgewater College.
