Roger has been involved in projects related to democracy and governance, land administration, agriculture, environmental protection, education, infrastructure, social investment funds, and more.

He specializes in project management, monitoring, evaluation and learning, financial and economic analysis, business case development, and performance management planning.

Roger is fluent in English, Spanish, and French. He holds a Master's degree in Agricultural Economics from The University of British Columbia and a Bachelor's degree in Economics from McGill University.
