Appointed by the County Manager, transformed a public-targeted campaign leading to the voters passing all elements of the program. At the time, the GOB program was the largest bond program in the Southeastern U.S. and the third largest bond program in the U.S. The GOB funds many County Strategic Initiatives for the next fifteen years, comprising eight areas/votes on the November 2004 ballot to fund a total of $2.9 billion worth of diverse, community-impacting projects.• Directed a team of twenty-one full-time staff to create a campaign brand and a communication strategy for educating voters about the program, which included hundreds of different types of initiatives. • Managed approximately 150 staff from other departments in the execution of the communications plan. Coordinated numerous community meetings, presentations to civic groups, businesses, organizations and special interest groups.

General Obligation Bond (GOB) Program Director

- Coordinated the creation of an enterprise IT governance framework for  Countywide IT strategy and funding decisions for departments. • Created a performance metrics and benchmarking program for key customer-facing service areas of the department. • Created and direct the department’s Project Management Office (PMO) to improve project management competence introducing a project management methodology, templates, tools and continuous education programs for staff and management. • Initiated the idea of establishing professional project management for IT in the County. Established a pilot training program with the County’s Employee Relations Department and Florida International University, which resulted in 19 project managers from various departments obtaining their Project Management Professional certification from the Project Management Institute. In association with the Employee Relations Department, was instrumental in bringing formal Project Management courses to additional County staff.  • Implemented the first collaborative environment (Microsoft’s Sharepoint) for countywide project team members to be able to more easily work together, even when not co-located. • Created ETSD’s first-ever comprehensive Continuity of Operations plan. Worked with other departments and the CIO to help ETSD establish an infrastructure environment for Oracle’s PeopleSoft Enterprise Resource Planning (ERP).• Oversaw the Budget and Finance section, and Procurement section.

Division Director, Enterprise Planning & Policy

- Managed policy and administration of the Office of the CIO, including control of the capital and operating budgets and administration of the IT Business Office which provided financial, personnel and procurement services to the central technology infrastructure (ITD) and central application development (e-Government) departments.• Coordinated major IT initiatives with County departments and external agencies. Mediated conflict between the central technology departments and its customers, and facilitated mutually beneficial agreements among county IT users. Assisted departments with sensitive IT procurement initiatives and service agreements.• Represented the CIO in planning and requirements development for ERP for the Aviation and Water & Sewer Departments, to bring state-of-the-art financial systems to two major enterprise departments.• Served as the information conduit for the CIO regarding IT and non-IT issues developing within Miami-Dade county government of impact to county initiatives. Assisted in IT policy-setting and long range IT planning for Miami-Dade County.• Directed and coordinated special projects intended to improve county processes. Examples of such projects include initiatives to expedite and streamline procurement of IT products and services, and initiatives to establish best practices in the county, such as a redefining the IT governance process.
