Laura Brookover is an experienced civil litigator and financial markets and derivatives lawyer, who has represented both the U.S. government and private companies in federal court across the country. She has an exceptional expertise in the financial services industry, financial markets litigation, and consumer class action defense. Brookover advises companies on pre-dispute issues, such as the viability of counterparty claims or contract risk. Additionally, she specializes in advising on law and compliance concerning futures and options trading, spoofing, position limits, market manipulation, cryptocurrency, and the supervisory obligations of firms that are registered with the CFTC.

Brookover served from 2014 to 2018 in the Commodity Futures Trading Commission's (CFTC) Division of Enforcement, where she investigated and litigated cases involving manipulation, position limits, registration, advertising regulations, reporting requirements, and more. She worked with counterparts at DOJ, SEC, CME, and NFA on overlapping investigations and inquiries. Moreover, she has extensive experience with government investigations involving the CFTC, SEC, CFPB, and DOJ. Brookover also counsels firms and individuals on self-reporting conduct to the government and in inquiries from financial exchanges. She represents firms and individuals in responding to government inquiries and in negotiating favorable settlements.

Brookover holds a J.D. from Georgetown University Law Center, and a B.A. in English and Classics from the University of Pennsylvania. She is a special counsel at Covington & Burling LLP and formerly held positions as Senior Trial Attorney and Associate at the U.S. Commodity Futures Trading Commission and Law Clerk to the Hon. Paul S. Diamond at the U.S. District Court for the Eastern District of Pennsylvania.
