After studying Computer Science at Universiteti i Tiranës, Hoxha co-founded IMB - Instituti i Modelimeve në Biznes and went on to hold various high-level positions in multiple organizations, including Chief Technology Officer at BSM Technologies, V.P. Systems & Development at Grey Island Systems International, and Technology Consultant, CTO at BeWhere Inc.
