As a working "hands on" manager, worked closely with Senior Management in the Permitting Compliance for 26 member cities within and including Jefferson County, who formed the regional cooperative – Storm Water Management Authority, Inc., as it pertained to the federal Clean Water Act, Municipal Separate Storm Sewers (MS4's) and the NPDES permit.  Reported to a 26 member board comprised of local and state government officials.Researched, compiled information and provided data along with other divisions for the preparation of the mandatory annual report submitted to ADEM and EPA.  Led and participated in mandatory education programs under the Clean Water Act for 26 member cities and unincorporated Jefferson County.  Directed Human Resources, Legal Research and Compliance, Finance, Administration and Training functions. Drafted and prepared administrative orders, and other departmental polices and procedures for board approval.  Worked closely with consultants and attorneys.

Program Manager/Administrative Services Manager

Administered the classification and compensation program activities for one of the largest and oldest governmental Personnel Board Merit systems in the U.S. with 900+ classifications and 10,000+ civil service positions for 24 member cities including Jefferson County. Conducted job evaluation analysis on new and existing positions under the Jefferson County Merit System using the prescribed point-factor evaluation system. Prepared factual reports and substantiated all findings and recommendations to the three (3) member Personnel Board. Prepared and revised job descriptions based on data collected. Conducted system-wide salary surveys to ensure jobs were comparable to others in similar markets and regions.Met with high ranking government officials, department heads and employees to review outcomes of classification, pay grades, compensation and Merit System decisions and processes. Gave formal presentations to department heads, employees, appointing authorities and/or personnel board members.
