Ted Wittmer, a certified Six Sigma Black Belt with a Top Secret – SCI Clearance, is a senior managing consultant and program/project manager with deep experience in business development and people management. He has worked with several industries, including Defense & Intelligence, education, healthcare, and energy. Wittmer possesses remarkable expertise leading and supporting business development activities, such as identification, proposal development, and other pursuit activities at clients, while working with the appropriate resources from other service lines/industries.

Wittmer is a former Control Systems Engineer at Bechtel and the Technology Strategy Go-To-Market Offering Lead with IBM’s Public Sector Enterprise Strategy Practice, focusing on Digital Transformation and Technology Strategy Delivery. He has over $25M in sales as a Senior Manager. Additionally, Wittmer served as the Control Systems Cybersecurity Policy and Governance Delivery Lead for the ODASD(Environment and Energy Resilience) Deputy Assistant Secretary of Defense, where he oversaw the strategic cybersecurity effort to protect the control systems and operational technology enabling the Department of Defense’s critical infrastructure.

Wittmer's educational background includes studying for an MBA at the University of Maryland - Robert H. Smith School of Business and earning a B.S. from Pennsylvania State University. He has worked with several federal agencies and branches of government such as the Department of Defense (OSD, Air Force, Army, NGA), SEC, HHS, Department of Education, USDA, Department of Justice (DoJ, FBI), Department of State, Centers for Medicare/Medicaid Services, and the Supreme Court of Virginia.

As a people manager, Wittmer leads and mentors annual development and delivery of advisory methodologies for various industries focused on program management and large transformational programs. He uses business and technology strategies to look at problems holistically and considers the scale in mind. He develops a transformation agenda that includes a clear roadmap of initiatives, a governance model to manage change, and a business case to garner buy-in.
