With an impressive educational background, Joe has earned a Bachelor of Science in Political Science and Government from Norfolk State University and a Master of Arts in Urban Studies/Affairs from the same institution. Joe has also completed several prestigious leadership programs offered by the Sorensen Institute for Political Leaders at the University of Virginia.

Joe's professional journey began as a Recreational Leader for the City of Chesapeake, Virginia, and he has since held various roles such as Government Relations Intern at Hampton Roads Transit, Government Affairs Coordinator, External Affairs Liaison, and Government Affairs Liaison all at Hampton Roads. Joe's political savviness also extends to education as he served as an adjunct professor at Virginia State University. Moreover, Joe owned and operated a company called New Life Mentoring LLC.

Joe's passion and commitment to his community led to founding "7" City Forum (City of Norfolk Dillard Talk Show), where he served as a radio personality. In his current role as Organizational Advancement Officer at Hampton Roads, Joe's responsibilities include implementing strategies to improve the organization's image and brand, evaluating organizational processes and identifying opportunities for improvement, and developing collaborative relationships with key stakeholders.
