During my tenure at Save The Children USA as Senior Advisor for Evidence and Learning (MEAL) from 2022-2023, I led the development and successful rollout of the Evidence and Learning Team's 2022–2024 work plan and theory of change. I directed the MERLA Team advisory service to Save the Children International. I oversaw a team of four MERAL advisors for an international humanitarian program with over a billion-dollar annual budget that reached 30 million people in need, including 17.3 million children, in 44 countries.

I am proud to have contributed to developing the Anticipatory Action (AA) MEAL framework as SME, a significant contribution to humanitarian aid. I also designed and implemented several post-distribution monitoring projects across continents, utilizing digital technology and remote monitoring to improve efficiency and effectiveness.

As part of my role, I ensured quality, standardized MERLA systems across a multi-sectoral humanitarian portfolio in accordance with global best practices. I developed clear and standardized MERLA guidelines, protocols, templates, and activity schedules for use by OHTT staff and field-based MERLA teams to ensure the quality and consistency of program monitoring data.

I am highly skilled in donor compliance and requirements, including those from the USAID Bureau of Humanitarian Assistance (BHA), the State Department Bureau of Population, Refugees, and Migration (BPRM), and WFP, UNHCR, among others. I ensured proposals complied with donor M&E requirements and Save the Children MERLA policies and best practices.

Overall, my experience at Save The Children USA has enabled me to develop strong leadership skills, foster effective communication, and promote collaboration among Evidence and Learning professionals in a humanitarian context and academia. I am proud to have contributed to humanitarian aid programs that have positively impacted millions of people's lives worldwide.

Senior Advisor, Evidence and Learning (MEAL) 

As a Lead Results & Learning Specialist at IRUSA in Alexandria, VA from 2021-2022, I drove the development and implementation of the organization's Operation Plan and Balanced Scorecard, with a total budget of $187 million annually. I spearheaded impact assessments, ESG Strategy development, and implementation, as well as built the PMER3L (Planning, Monitoring, Evaluation, Review, Research, Reporting & learning) System and established organization and programmatic dashboards.

I created the PMER3L toolbox, including toolkits for Planning, Monitoring, Evaluation, Review, Research, Reporting & Learning, and established the IRUSA Knowledge Management strategy and Framework, including knowledge generation, capture, sharing, and application. I designed programs and projects, including impact investments and alternative development financing proposals, and created IRUSA's results-based funding framework.

Additionally, I led the establishment of I2Lab (Integrated Innovation Lab) and developed the portfolio master theory of change ($145 million), including international and US national programs. I also created the US project portfolio strategy and blueprint, coached seventeen program coordinators and managers, and delivered training curriculums to internal teams and external partners.

I reviewed and quality assured all program and project portfolio designs, documents, and reports and led mixed-method participatory evaluations in the US and several countries. I supported the development of IRUSA's multi-channel fundraising strategy and efforts and provided technical direction and leadership to increase diverse income sources.

Overall, my experience at IRUSA enabled me to develop strong leadership skills, foster effective communication, and promote collaboration among Results & Learning professionals. I am proud to have contributed to the organization's success in driving sustainable impact and positive change.

Lead Results & Learning Advisor 

Responsibilities
	Leading the design and implementation of Results-Based Monitoring and Evaluation Systems for the Department of State (DoS) Near Eastern Regional Portfolio. 
	Providing technical advice on Program Design, Grants and Subrecipient Assessment, Performance Based Funding Model, Compliance, Capacity Assessment, Risk and Issue Management, Data Quality Audit (DQA), Rapid Service Quality Assessment/Audit (RSQA), On-site Data Verification (OSDV), Hot Spot Check, and impact measurement for DoS international development/foreign assistance in the Near Eastern Countries
	Providing technical advice on Third Party Monitoring (TPM) in the areas of humanitarian, development and social reform assistance effectiveness. 
	Working with the U.S. Government (USG), the Department of State (DoS) Contracting Officer’s Representative (COR), Government Technical Monitor (GTM), and in-countries  technical teams to develop the methodologies necessary to achieve the DoS Near Eastern Portfolio regional objective for programs implementation, monitoring, evaluation, research, and reporting. 
	Oversight, advise, and capacity development of Near Eastern Countries field managers, monitoring, and evaluation specialists, training specialists and program support teams. 
	Providing subject matter technical expertise to the following DoS bureaus and offices: Near Eastern Affairs (NEA), Democracy, Human Rights, and Labour (DRL), and Conflict and Stabilization Operations (CSO)
	In consultation with the respective TO-COR develop the IDIQ Task Orders (TOs) statement of work, labor requirement, labor category, work plans, and schedules.
