Samantha Carney is an accomplished administrator with extensive experience in higher education policy analysis, research, and consensus building. Carney holds a Ph.D. in Higher Education from Boston College, an M.A. in Higher Education from the University of Michigan, and a B.A. in History from Bryn Mawr College. She has held a range of leadership positions in both private and public universities in the United States.

Carney currently serves as the Senior Associate Vice President for Strategy and Policy at the University of North Carolina System. Prior to that, she was the Assistant Vice President for Strategy at the University of Chicago and the Assistant Vice Provost for Strategic Initiatives at the same institution. Carney has worked in various capacities in prestigious institutions such as the American Academy of Arts and Sciences and the Massachusetts Institute of Technology.

As a change agent and experienced administrator, Carney has helped drive major initiatives forward and has a deep understanding of the challenges universities face. She is an expert in policy analysis, quantitative and qualitative research, and has experience in building consensus among multiple stakeholders and constituencies.
