Jill Chen is a financial strategist with more than two decades of experience in investing in for-profit and non-profit organizations. Chen specializes in lending and investment management, economic development, structured and social finance, inclusive development, access to credit, and base-of-the-pyramid organizations. She received her Bachelor's degree in Political Science and Comparative Area Studies from Duke University and went on to earn an MBA in Finance and Strategic Planning from the Wharton School at the University of Pennsylvania. Chen has held various positions at micro-enterprise organizations, housing bureaus, and capital markets firms such as Portland Development Commission, Grameen Foundation, and ABN AMRO. She is also a board member at the Micro Enterprise Services of Oregon and formerly served as a board member, executive committee member, and treasurer at Lan Su Chinese Garden. Throughout her career, Chen has designed financial structures using equity, debt, guarantees, grants, and hybrids while always seeking to optimize impact and evaluate projects for financial and social returns. She has extensive experience engaging a wide range of stakeholders, including public agencies and funders, and is an expert in her field.
