Program Consultant

ASI is a specialist development company providing technical advisory and program management services for donor programs globally, with a focus on private sector development, governance and institutional reform. Responsible for the delivery of technical monitoring of selected projects in Asia Pacific, business development activities and project management for specific contracts, from small consultancies to large, multi-year programs. Key monitoring roles included:•         Key technical role as the MRM Adviser on Timor Leste’s “Farming for Prosperity” (DFAT, 2016-2021, AUD25m), a rural market systems and nutrition program. Responsible for development of the programme level M&E framework and plan, including delivery through monitoring tools and systems and development of baseline studies for the nutrition component and market systems component (for key sector of mung bean, red rice, red onion and peanut). Produced key M&E outputs. Managed development of real-time Beneficiary and Activity database system delivering live analysis through the use of new technologies, including ONA surveys and PowerBI dashboards. •	Established MRM Framework and Plan for DFAT’s AUD14m market systems development program in Solomon Islands (Strongim Bisnis), including the development of key indicators and tools to capture progress. Developed a detailed MRM Plan to support delivery. •	Researcher for the Sustainability Framework Research Project for New Zealand’s Ministry of Foreign Affairs and Trade (MFAT). Delivery of literature review to support development of an applied framework for MFAT to evaluate country strategy and program sustainability in the context of the Pacific. Consultations and synthesis of findings from key stakeholders in Samoa to develop case study on how sustainability is perceived in the Pacific.•	Designed, implemented and drafted the baseline study for the Rakhine Winter Crop Project (MFAT, AUD9.5m) in Myanmar, through a mixed methodology approach.

Senior Manager

Within the Senior Manager role, key business achievements included:•	Rapid compilation of successful submission for the PNG Human Development M&E Services (2019-2023, AUD12m) for DFAT, in collaboration with partner Clear Horizon and associate Nossal Institute for Global Health. This included supporting team selection and coordination / drafting of final submission.•	Led the successful submission for MFAT’s Monitoring, Evaluation, Research and Learning Panel, including panel member selection, drafting, budgeting, compliance and submission.•	Led the winning tender submission for DFAT’s three-year Road for Development Phase 2 (Vanuatu) program (2019-2022, AUD12m). This included team selection, leading drafting of the submission and coordinating inputs from team members, tender interview participation as Contractor Representative. •	Co-wrote the winning tender submission for Strongim Bisnis (DFAT, 2017-2020, AUD14m). Supported team preparation for DFAT tender interview process.•	Led, wrote and won tender submission for DFAT’s five-year private sector and development and nutrition flagship program in ‘TOMAK’, 2016-2021, AUD25m. Participated in the DFAT tender interview as Contractor Representative.•	Various successful Standing Offer quotations for DFAT and MFAT.

The ILO in Lebanon implemented a project to support and protect rural employment and livelihoods, in response to the Syrian refugee crisis in the north. The project included an agricultural market systems development component to improve two key agricultural sub-sectors. Developed interventions plans for selected market systems to address market failings and maximise impact for communities. Provided recommendations on design adjustments, in consultation with the project team and partner agencies. Designed strategies for the subsectors, developed detailed monitoring plans and monitoring processes and tools, detailed in an MRM Manual for project use.

International Labour Organization (ILO)

Monitoring and Results Measurement Consultant

ILO Myanmar implemented the Entrepreneurship Development and Small to Medium Enterprise (SME) Support Project to support the development and growth of SMEs through business management training and business development services (BDS). Delivered introductory workshop to project staff on the structure and application of the Donor Committee for Enterprise Development Standard (DCED) for Measuring Results in Private Sector Development.  Led the strategic development of key interventions with the project team and partner agencies.  Mentored the Monitoring Officer to develop monitoring plans for the Business Management training intervention.  Developed Inception Report outlining key steps, tools and processes to prepare for a DCED Standard pre-audit by the end of 2015.

ILO delivered the Business Opportunities and Support Services (BOSS) Project (AUD14m) in Timor Leste to support the development of SMEs and strengthen the private sector.  BOSS worked in partnership with the Institute for Business Support (Government of Timor Leste). Reported on progress towards key indicators and delivered six-monthly donor reports. Managed the project monitoring and evaluation framework and communications strategy. Developed and managed specific assessments to support evaluation and project decision-making. Trained staff within the newly established Directorate of Monitoring and Evaluation in data collection and analysis. Key achievements: •	Designed and delivered impact assessment of key program intervention in horticulture, following Donor Committee for Enterprise Development (DCED) standards, delivered through the newly established Monitoring and Evaluation Department within the Institute for Business Support (IADE – Government of Timor Leste). Published by the ILO. •	Designed and delivered several intervention studies including for horticulture, cattle and business development services sectors. Published by the ILO.•	Designed and delivered three-day monitoring and evaluation training (delivered in Tetum) to a diverse group of Directors and Managers from IADE.

Monitoring and Communications Expert

The Financial Literacy Project delivered literacy and agricultural training to micro finance agency Moris Rasik clients and built the capacity of Moris Rasik to manage the service in the future. Recruited and managed team to deliver the project in Ermera district. Developed and managed the project, financial management and monitoring systems. Regular reporting to World Education and Moris Rasik.Key achievements included:•	Managed a new project team of 12 national NGO staff, including the rollout of a project office and systems in an isolated district in Timor Leste. Delivered the Financial Literacy Training program to plan and budget to approximately 500 women, including the delivery of ToT to 90 women facilitators. •	Delivery of project monitoring systems, embedded within the new training team, which provided regular progress markers on project activities and data to analyse achievements against targeted project outcomes.

Project Coordinator

The AUD50m program worked in partnership with key central ministries and agencies to strengthen their core functions and build human resource management capacity across the Timor Leste civil service. Supervised and supported national staff. Acted as key point of coordination and support for technical advisors, including contract management. Managed financial systems and reporting. Supported regular reporting of results to the donor in line with the results framework.

GRM International

Program Coordinator

RCH International managed and supported capacity development programs in partner children’s hospitals in the South East Asia region. Provided project management of the Education and Training Program (AUD5m), at the National Hospital of Paediatrics, Hanoi, Vietnam. Management of subcontractor The Nossal Institute for Global Health. Managed study programs in-Australia with key partner institutions including Murdoch Children’s Research Institute and University of Melbourne. Supported six-monthly reporting to the donor, and led the midterm review process, submitted to the Project Management Committee, resulting in a set of recommendations for performance improvement for the remainder of the project.

Senior Program Officer

The project built capacity in small to medium enterprise development by the community sector to create employment and training opportunities in disadvantaged communities. Managed enterprise projects with diverse stakeholder in 12 communities in Victoria. Provided technical business advice and support to enterprise projects, including Market Feasibility Studies and Business Plans.  Managed the relationship with the State government funding body. Designed the extension of the programme to provide greater responsiveness and service to projects, resulting in funding of AUD420k over 2 years from the Victorian state government (Department for Planning and Community Development).

The agency worked with long term displaced people in remote communities to re-establish livelihoods through skills training and micro credit schemes. Provided support for strategic and operational plans. Developed a new MIS database reflecting all current project activities across three provinces in northwest Cambodia to be used as a management, reporting and program monitoring tool and trained program staff in its use.

Project and Management Officer

The company specialised in project design and management for development aid projects. Established and implemented project management, financial and reporting systems for long and short –term projects. A key role was providing project management for the Legal Reform Programme Facility (AUD3m), including design and establishment of project financial and management information systems (MIS) for effective management between the Adelaide and Jakarta offices to fee into monthly reporting to AusAID. Trained national staff on the use of project management systems.
